The Autumn Budget will take place on 26th November 2025, but what changes can small business owners expect? No one knows for sure, but current speculation predicts:1. Business Rates AdjustmentsThe current Retail, Hospitality & Leisure (RHL) relief—covering 75% of rates—is set to drop to 40%, capped at £110,000, escalating costs for many smaller operators.2. VAT Reforms & Threshold SpeculationNo change to the headline VAT rate (20%) is expected, but the VAT registration threshold may be adjusted.3. New or "Stealth" Business-Focused LeviesWith major taxes (income tax, VAT, National Insurance) off-limits per manifesto pledges, the Chancellor may introduce:- National Insurance on landlords’ rental income- Reforms to Capital Gains Tax (CGT), Inheritance Tax (IHT) and pension tax reliefs- New targeted levies—e.g., on high-value property transfers or wealth—commonly referred to as "stealth taxes."4. Important Changes to Statutory Sick Pay from April 2026From 6 April 2026, significant reforms to Statutory Sick Pay (SSP) will come into effect. These changes will impact all UK employers and employees.The key changes include:▶ SSP payable from Day One – the current three-day waiting period will be removed.▶ Removal of the lower earnings limit – all employees, regardless of income level or contracted hours, will qualify for SSP.▶ Revised calculation method – SSP will be the lower of:▪ 80% of an employee’s usual weekly earnings, or▪ The flat weekly rate (currently £118.75).What this means for employers:▶ Increased SSP costs due to wider eligibility and immediate entitlement.▶ The need to update payroll systems and processes to ensure accurate calculations.▶ A review of employment contracts, absence policies and budgeting to reflect the new rules.We are working with clients to plan for these changes - helping businesses update their payroll, forecast potential costs and remain compliant.
